Today, the use of parking meters and parking cards provides only a partial solution to the problem of collecting fees for parking on city streets. Advances in technology, combined with the widespread use of mobile phones by the general public, have led to the development of a solution that allows drivers to pay for parking on city streets by using their mobile phones.

The challenge facing municipalities is to provide the public with a reliable and user-friendly solution, while reducing the costs of collection and enforcement. Pelepark meets this challenge.

A Payment System Using Mobile Phones:


Pelepark: A software system for collecting of parking fees without the need for tokens, parking cards, or parking meters.

The Pelepark software system allows collection of parking fees by mobile phones, utilizing existing resources (in the possession of both citizens and local government).

Drivers wishing to park on city streets can pay for parking time by using their mobile phones, while traffic inspectors can use their mobile phones for verifying the parking status of each parked vehicle.

This concept uses existing cellular communication technology that helps provide a simple and user-friendly solution for managing and enforcing parking payments.

How The System Works

The driver who wishes to park, calls an automatic answering system via his/her cell phone; the system identifies the driver's cell phone number and allows the driver to select the start time for paid parking from a recorded menu. Upon returning to the vehicle, the driver again calls the automatic answering system via the cell phone, and terminates the paid parking time. The driver is charged only for actual time parked. Any driver wishing to use this form of payment will be required to perform a brief, one-time registration upon first using this method; registering the vehicle's license number, driver's credit card number, and the number of parking minutes he or she wishes to purchase (towards the "parking minutes bank"). In addition, the system allows the driver to receive SMS notices shortly before the allotted parking minutes in the "bank" run out. The parking inspector can check the parking status of any vehicle parked in city streets through the using his/her mobile phone; the phone connects directly to the parking server's control and supervision system. The inspector punches in the vehicle number and receives a notice stating whether a fine should be issued or not. The system queries the parking server regarding the vehicle's parking status and sends information to the inspector's mobile phone regarding the driver's eligibility for a discount on parking minutes, due to being an area resident; all the inspector has to do is verify that the vehicle reported by the system bears a regional parking sticker.
